California Disabled Veteran Business Enterprise (DVBE) Program
California’s DVBE program helps certified businesses owned and controlled by qualifying disabled veterans compete for state work. The state participation goal is at least 3% of contract value, not 3% of contract count or a guaranteed award. Qualifying veteran owners have at least 10% service-connected disability and California domicile; certification, entity-specific ownership and business-control rules apply.
An agency must make the actual eligibility decision.
The program is source-verified, but its eligibility rules are not automated in this record.
