Guam Special Gold Star License Plate
Guam waives the issuance fee for Gold Star plates for qualifying surviving spouses and parents, including stepparents, adoptive parents and foster parents who stood in loco parentis. The member’s death must meet the law’s wartime, hostile-action, recognized terrorism or qualifying overseas peacekeeping conditions. GVAO certifies eligibility and Revenue and Taxation handles the application. This plate-fee waiver alone does not promise a waiver of every vehicle charge.
An agency must make the actual eligibility decision.
The program is source-verified, but its eligibility rules are not automated in this record.
