Hawaii offers a Veteran designation on driver’s licenses, state identification cards and instruction permits for Veterans discharged under conditions other than dishonorable. Present an accepted original or certified service/discharge document or qualifying VA/OVS verification to the county licensing office. Ordinary identity and legal-presence requirements and applicable replacement fees still apply; this is an identification designation, not a transportation discount.
Hawaii’s Office of Veterans’ Services directs homeowners to county-administered property-tax relief for qualifying totally disabled Veterans and surviving spouses. The home must meet the applicable county ownership, occupancy and disability requirements. This is a referral overview: exemption amounts, surviving-spouse rules, filing deadlines and forms differ by county and must be confirmed with the property’s county tax office.
Hawaii law sets the hunting-license fee at $10 for active-duty members of the U.S. Armed Forces and their spouses and children, the same statutory rate available to people resident in Hawaii for at least one year. An application and accepted hunter-education proof or exemption are required. Other hunting-related permits, stamps and area rules may still apply; former military service alone does not establish this active-duty rate.
An eligible nonresident military spouse may exclude compensation for services performed in Hawaii when present solely to accompany a service member serving under military orders. Federal law also allows a married service member and spouse to elect the member’s domicile, the spouse’s domicile or the member’s permanent duty station for tax purposes. The exclusion is not a blanket exemption for all income: residence, the election and the income type matter. Confirm current Hawaii withholding and nonresident-return requirements with the Department of Taxation.
Hawaii may exclude qualifying pension or annuity distributions paid because of retirement, disability or death, including qualifying government-retirement payments. The N-11 instructions distinguish employer-funded government pensions from elective-contribution, deferred-compensation and individually funded arrangements that can be taxable. Military survivors should use the payment’s actual plan and contribution history when applying the current instructions; this record does not promise that every payment labeled a survivor annuity is exempt. Use the forms for the year being filed.
Hawaii provides military-service plates for documented eligible Veterans and certain Gold Star family members, including designated combat, Purple Heart, former-POW and war-service categories. County finance offices administer applications for qualifying noncommercial passenger vehicles, motorcycles and motor scooters. The statute requires category-specific proof and applicable discharge documentation. Plates are not a blanket registration-fee or disability-parking exemption.
Hawaii law provides workers’ compensation for a Hawaii National Guard or State Defense Force member’s personal injury arising out of and in the performance of duty, payable to the member or eligible dependents under the workers’ compensation chapter. Federal compensation for the same injury is deducted from the state amount otherwise due; receiving a federal benefit is not an automatic bar to every state payment. Confirm the injury, duty status and claim procedures with the responsible personnel and workers’ compensation offices.
Hawaii’s Office of Veterans’ Services helps Veterans and their families or survivors prepare VA claims and appeals, obtain records, access referrals and advocate for appropriate benefits. Its published services also include assistance at VA hearings and coordination with other agencies. Contact OVS for help with the relevant program; this assistance is not itself a cash benefit or a guarantee of VA eligibility.
Hawaii exempts one noncommercial passenger car from the county vehicle tax when the owner was furnished the car by the federal government because of a service disability and VA certifies that qualification. This does not cover every vehicle owned by a disabled Veteran and is separate from the state registration-fee exemption. Submit the required VA certification to the county vehicle office.

University of Hawaii tuition-residency exceptions can allow qualifying military-connected students to pay resident rather than nonresident tuition. Routes include eligible active-duty members assigned to Hawaii and authorized dependents, qualifying Hawaii Guard/Reserve members, and federally protected education-benefit users living in Hawaii. For academic periods beginning August 1, 2026, federal covered-individual protections also include eligible Chapter 1606 Selected Reserve benefit users. The campus residency official must verify the applicable route and documents; this is not free tuition or automatic eligibility at every Hawaii college.
Eligible Hawaii state employees may take up to 26 workweeks of unpaid FMLA military-caregiver leave in a single 12-month period to care for a covered military relative with a serious service-related illness or injury. Generally, the employee must have at least 12 months of state employment and 1,250 hours worked in the preceding 12 months. Confirm relationship, certification and leave rules with personnel staff.
Eligible Hawaii-resident Veterans with an other-than-dishonorable discharge and a 100% service-connected VA disability rating may receive a $46 state registration-fee exemption for one vehicle. Other registration charges remain payable. OVS requires current documentation and issues a new exemption letter each year; the vehicle’s registration and safety check must be current.
Hawaii State Veterans Cemetery in Kaneohe provides burial for eligible Veterans and qualifying family members, including a gravesite, marker, opening and closing, and ongoing grave care. Casket liners are subject to available funding; urn vaults are not provided. The family generally pays mortuary services and transportation. Submit military discharge documentation and arrange burial through the cemetery or funeral director; gravesites cannot be reserved in advance, and the cemetery determines eligibility under applicable rules.
Military disability retirement is paid through the military retirement system, not as VA disability compensation. Hawaii excludes qualifying government pension distributions received because of retirement or disability, including qualifying military pensions. Federal tax treatment is separate: only military disability amounts meeting federal exclusion rules are tax-free federally. Use the payer’s documents and Hawaii pension instructions to determine the state adjustment; a disability label does not make every related payment automatically tax-free.
Hawaii’s Workforce Development Division and American Job Centers offer employment and training support for Veterans, transitioning service members and eligible spouses. Services may include assessment, case management, job-search help, resumes and referrals. Veteran specialists and priority-of-service rules support eligible job seekers; this program does not itself award a cash grant or guarantee hiring preference for a particular job.
VA Dependency and Indemnity Compensation is a federal tax-free survivor payment, not a separate Hawaii award. Eligible spouses, children or parents must meet VA relationship and death-related rules. Certain spouse or child claims can instead qualify through the veteran’s duration of total service-connected disability. VA decides eligibility; state residence is not a requirement.
