Property and state tax

Massachusetts tax relief

Massachusetts provides local Veteran property-tax exemptions through disability, qualifying decoration, loss, and surviving-family pathways. A 10% service-connected rating is one pathway, not a universal requirement. Local adoption and HERO Act options affect the amount.

Vehicle, license, and plate

“Veteran” Indicator on Massachusetts Driver’s License and State ID Cards

Honorably discharged Massachusetts-resident Veterans may request a Veteran designation on a driver’s license, learner’s permit or ID at an RMV service center or participating AAA location. Submit discharge documentation. Adding the designation does not add a fee to an ordinary renewal; an otherwise-valid credential can be replaced with the designation without a duplicate fee.

Financial

Compensation for Massachusetts National Guard Service Members for Injury, Illness, or Disability While on State Active Duty

A board may determine medical-expense and lost-wage compensation for Massachusetts Guard members injured, sick or disabled in the line of duty during covered state service. Willful neglect is excluded. The law also provides a $200,000 death benefit for qualifying line-of-duty deaths under chapter 33 or Titles 10 or 32, paid to the surviving spouse or next eligible statutory family class. Duty status, claim evidence and board review matter.

Financial

Global War on Terrorism (GWOT), Welcome Home Bonus

Eligible post-9/11 servicemembers with six months of Massachusetts domicile before entry or Guard/Reserve activation may receive a first bonus of $1,000 for service in Iraq, Afghanistan or another designated imminent-danger location, or $500 for six continuous months of other qualifying active service. Qualifying subsequent deployments pay $500 or $250. Discharged applicants need qualifying discharge status; family applications for deceased members are a separate route.

Education

Massachusetts Categorical Tuition Waiver for Veterans and Active Duty Service Members

Eligible Veterans and active-duty members stationed and residing in Massachusetts may receive a categorical tuition waiver for state-supported undergraduate degree or certificate study at Massachusetts public colleges. At least three credits, the applicable residency/status rules, FAFSA or MASFA, satisfactory progress and loan-compliance requirements apply. Campus fees are not automatically waived; apply through the college’s financial-aid office.

Financial

Massachusetts Chapter 115/Safety Net Program for Veterans and their Family Members

Chapter 115 provides needs-based assistance to eligible Massachusetts Veterans and dependents with limited income. Local Veterans service officers assess eligibility and may help with living expenses, housing, medical costs, dependent support and outpatient behavioral-health services. It is not automatic based on a disability rating and does not pay for inpatient behavioral-health treatment.

Vehicle, license, and plate

Massachusetts Disabled Veteran License Plate

A Veteran may qualify for one set of Massachusetts Disabled Veteran plates with a VA-certified service-connected disability of at least 60% affecting ambulation and qualifying permanent disability-plate/placard eligibility. RMV requires documentation and the Veteran must be the primary registered owner of the eligible passenger vehicle. A 60% rating alone does not qualify.

Employment

Massachusetts Division of Occupational Licensure (DOL) Benefits for Service Members, Veterans and Spouses

Massachusetts DOL boards can credit relevant military education, training and service toward professional-license qualifications. Eligible active-duty licensees receive renewal extensions through 90 days after service ends. Relocating military spouses may qualify for expedited licensing, and eligible servicemembers, Veterans and spouses may receive an initial state licensing-fee waiver. Board requirements and private testing or processing charges still apply.

Vehicle, license, and plate

Massachusetts Driver’s Licensing Requirements for Service Members and their Dependents

An active-duty servicemember’s Massachusetts driver’s license need not be renewed during active service; renewal is required within 60 days after honorable discharge or return to Massachusetts. Spouses and dependents must still renew on time, but qualifying out-of-state military households can use RMV mail/non-photo procedures. Free duplicate credentials and a one-time temporary extension have separate conditions.

Vehicle, license, and plate

Massachusetts Gold Star Family License Plates

Free Gold Star Family plates are available to specified relatives of a servicemember who died on active duty, or later from injury or illness incurred on active duty, excluding death due to negligence. Eligible relatives include spouses, parents, children, siblings, grandparents and grandchildren. RMV’s January 2025 form requires qualifying relationship, death and vehicle documentation; step-relatives generally require legal adoption before the death.

Employment

Massachusetts Hilton Honors Military Program

The NASWA–Hilton Honors Military partnership, available through participating state workforce agencies including Massachusetts, may provide up to 100,000 lifetime hotel points for approved employment-related travel by transitioning servicemembers and Veterans. Applicants must live in or plan to move to a participating state and be verified by its workforce agency. This is a partner program, not a guaranteed state or VA entitlement; house-hunting, relocation and general job-search trips are excluded.

Education

Massachusetts In-State Tuition for Nonresident Veterans and their Dependents

At a public college in Massachusetts, covered Veterans and family members using qualifying VA education programs may qualify for in-state tuition under the Veterans Choice Act when they live in the state where the school is located as classes begin. Covered programs include Chapters 30 and 33, VR&E, DEA and Fry Scholarship benefits under VA’s rules. The former blanket three-year post-discharge enrollment deadline is not a current requirement.

Property and state tax

Massachusetts Income Exemption for Nonresident Military Spouses

A qualifying nonresident military spouse present in Massachusetts solely to accompany a servicemember under military orders may receive Massachusetts income-tax and withholding relief. For tax years starting in 2023, the couple may elect either spouse’s residence or domicile, or the servicemember’s permanent duty station. The spouse need not previously have shared the member’s domicile. Residency, income-source and filing rules still apply.

Property and state tax

Massachusetts Income Taxes on Military Pay

Massachusetts generally taxes military pay of its resident servicemembers. Qualifying combat-zone or hazardous-duty pay excluded from federal income is also excluded from Massachusetts income. Military pay of a nonresident stationed in Massachusetts is not Massachusetts-source income, although other Massachusetts-source earnings may still be taxable.

Vehicle, license, and plate

Massachusetts Medal of Honor License Plate

Recipients of the Medal of Honor may apply for one free Massachusetts Medal of Honor plate for each such medal awarded. The Veteran must own, co-own or lease the qualifying vehicle and provide RMV’s application, award/service evidence and registration documentation. Other vehicle-registration requirements still apply.

Family

Massachusetts Military Funeral Honors

Families may request military funeral honors for an eligible deceased Veteran through their funeral director or personal representative. The military service branch arranges honors; VA national-cemetery staff may assist when burial is there. The minimum ceremony includes Taps and folding and presentation of the flag. This is a federal military service, not a separate Massachusetts cash grant.

Property and state tax

Massachusetts Motor Vehicle Excise Tax Exemption for Disabled Veterans, Former Prisoners of War (POWs) and Service Members

One-vehicle Massachusetts excise relief may apply to qualifying Veterans with a 100% service-connected rating, individual unemployability, or specified limb/vision losses. Separately, local acceptance is required for former-POW relief and continuation by an unremarried surviving spouse. Resident active-duty members stationed outside Massachusetts for at least 180 continuous days may qualify under separate noncommercial-use and vehicle-operation rules. Apply to local assessors; these routes do not all share the same eligibility.

Education

Massachusetts National Guard Family Education Program

Qualified Massachusetts Guard members may transfer unused tuition and matriculation-fee benefits to immediate family enrolled in DEERS, including qualifying spouses and children. Member and dependents share a maximum of 130 semester hours. Service-extension, satisfactory-participation and unused-benefit conditions apply, with a statutory over-20-years exception. Dependent credits must be used within ten years of separation or by age 26, whichever is later; enrollment is space-available.

Property and state tax

Massachusetts Property Tax Exemption for Veterans, Spouses, Surviving Spouses and Gold Star Parents

Massachusetts offers several property-tax exemption routes for qualifying disabled Veterans and specified spouses, survivors and Gold Star parents; a 100% rating is not required for every route. Ownership, occupancy, service and residency conditions depend on the clause. Municipalities may adopt additional inflation adjustments or increased exemptions under HERO Act clauses 22I and 22J. Ask your assessor which exemptions and local options apply.

Housing

Massachusetts Public Housing Gross Income Exemption

State-aided housing income rules exclude federal Veteran payments actually used for tuition, fees or books. For a qualifying unemployable disabled Veteran, service-connected disability compensation above $1,800 per month is excluded—not all military disability-retirement pay. Certain tenants with an older, more favorable pre-October 6, 2016 exclusion keep that treatment. Ask the housing authority to apply the current household-income rules.

Housing

Massachusetts Public Housing Preference for Veterans and Their Families

Among otherwise eligible households equally in need, Massachusetts state-aided housing gives preferences to specified Veterans’ families. Public-project displacement affects priority; within covered Veteran groups, families of service-connected disabled Veterans and those whose deaths were service-connected receive higher preference. Other eligible Veteran families also have a preference route. The housing authority must apply the full tenant-selection rules.

Education

Massachusetts Public Service Grant Program, Scholarships for Children of Prisoners of War (POW)/Missing in Action (MIA) and Service Members Killed in Action

The Public Service Grant’s military routes cover qualifying children of servicemembers credited to Massachusetts who were POW/MIA in Southeast Asia during the specified Vietnam-era period, or were killed in action or otherwise died from that service. Eligible full-time undergraduates without a prior bachelor’s degree must meet residency/status, aid-application and academic rules. Awards cover public-college tuition or, at eligible independent colleges, up to the UMass Amherst tuition amount. Reapply annually.

Vehicle, license, and plate

Massachusetts Purple Heart License Plate

Recipients of the Purple Heart may apply for one free Massachusetts Purple Heart plate for each such medal awarded. The Veteran must own, co-own or lease the qualifying vehicle and provide RMV’s application, award/service evidence and registration documentation. Other vehicle-registration requirements still apply.

Employment

Massachusetts Registry of Motor Vehicles (RMV), Commercial Driver License (CDL), Military Skills Test Waiver

Qualified military drivers may request a Massachusetts CDL skills-test waiver with equivalent military-vehicle experience and a satisfactory driving record. RMV’s posted form requires a current license, qualifying employment within 12 months and two years of relevant experience; written testing remains required for this route. A temporary federal waiver permits participating states to extend the employment lookback to two years through October 29, 2026—confirm Massachusetts adoption with RMV before relying on that extension.

Education

Massachusetts Resident Tuition Rates for Nonresident Active Duty Service Members and their Family Members

A servicemember stationed in Massachusetts under military orders is entitled to in-state classification at state higher-education institutions. The rule also covers the spouse and unemancipated child or ward. After acceptance for matriculation, qualifying classification can continue through transfer, honorable discharge or retirement under the law’s residence conditions.

Other resources and recognition

Massachusetts SAVE Program — Holyoke Office

SAVE’s Holyoke outreach office is listed at 110 Cherry Street, Office 065, Holyoke. The team helps Veterans connect with benefits, mental-health resources and transition support. Contact SAVE before visiting to confirm arrangements. The office listing is not a separate Veterans-home admission benefit.

Employment

Massachusetts State Employees' Retirement System, Military Service Buyback

Eligible active members of the Massachusetts State Employees’ Retirement System may purchase up to four years of qualifying military service credit. Active service generally credits one-for-one; qualifying Guard/Reserve service credits one year for five years. Application and payment deadlines depend on membership and service history; apply to MSRB before or within the applicable vesting-related deadline. The special August 8, 2025 catch-up deadline has passed.

Employment

Massachusetts State Employment Veteran's Tenure

A qualifying Veteran holding a covered non-civil-service Commonwealth position for at least three years receives statutory protections against involuntary separation. In a lack-of-work or funding layoff, the Veteran may not be separated while comparable positions exist unless all are held by protected Veterans, in which case reverse appointment order applies. Elective, fixed-term and other statutory exceptions remain.

Employment

Massachusetts State Employment Veterans Hiring Preference

For original civil-service appointments after passing the examination, eligible lists generally place disabled Veterans first, other Veterans next, then qualifying unremarried spouses or parents of Veterans killed in action or whose service-connected death arose from wartime service. Standing within each class and statutory exceptions matter. This preference does not waive basic qualifications or guarantee appointment.

Employment

Massachusetts State Public Works Employment Preference

For covered public-works construction jobs, qualified Veterans who are Commonwealth citizens and have lived in Massachusetts for at least six months receive hiring preference, with service-disabled Veterans preferred within that group. The rule covers specified mechanics, apprentices, drivers and laborers employed by government bodies or public-works contractors; it is not a general private-sector hiring guarantee.

Property and state tax

Massachusetts State Taxes on U.S. Department of Veterans Affairs Disability Dependency and Indemnity Compensation (DIC)

VA Dependency and Indemnity Compensation is a tax-free federal survivor benefit, not an additional Massachusetts payment. Qualifying surviving spouses, children or parents may be eligible after specified in-service or service-related deaths; certain long-duration total-disability cases also qualify. Relationship and other VA conditions apply.

Property and state tax

Massachusetts Tax Exemption for Military Survivor Benefit Plan (SBP), Reserve Component Survivor Benefit Plan (RCSBP) and Retired Serviceman’s Family Protection Plan (RSFPP) Annuities

Massachusetts excludes noncontributory pension income and survivorship benefits received from the U.S. uniformed services from state taxation. This covers qualifying military survivor-plan benefits, not every private survivor annuity. Follow the applicable return-year instructions for reporting the exempt pension.

Property and state tax

Massachusetts Vehicle Sales Tax Exemption for Disabled Veterans

Massachusetts provides a motor-vehicle sales-tax exemption for an eligible disabled Veteran’s qualifying personal, noncommercial vehicle under RMV’s rules. For the Disabled Veteran plate route, the vehicle must actually display qualifying DV plates; an eligible Purple Heart recipient approved for DV plates may use the specified Purple Heart alternative. A disability percentage alone does not create a sales-tax exemption, and excise-tax rules are separate.

Financial

Massachusetts Veteran Annuity

Massachusetts pays an annual $2,500 annuity to eligible resident disabled Veterans and qualifying Gold Star parents or surviving spouses. Veteran routes include qualifying blindness/paraplegia or a 100% disability rating or compensation at the 100% rate; a P&T label is not universally required. Parent and spouse death/service rules differ. Payment is annually in August, and remarried eligible surviving spouses can qualify under the July 1, 2025 change.

Housing

Massachusetts Veterans Homes

Massachusetts operates Veterans Homes in Chelsea and Holyoke offering long-term nursing care, hospice and related resident services. Admission requires Massachusetts Veteran eligibility, Massachusetts residence at application and the home’s medical and other admission criteria. Contact the home for services, capacity, costs and an assessment; not all former acute-hospital or outpatient services are offered.

Family

Massachusetts Veterans Memorial Cemeteries

Massachusetts operates Veterans memorial cemeteries in Agawam and Winchendon for eligible Veterans and family members, including Veterans from other states. Veteran burial is free; spouses and dependents have a fee. Winchendon stopped accepting pre-qualification applications on July 1, 2026; contact that cemetery for current arrangements.

Financial

Massachusetts Veterans’ Bonuses

Massachusetts Treasury administers bonuses for eligible active, discharged and deceased servicemembers from the Commonwealth who served during covered conflicts or combat operations. The agency generally requires six months of Massachusetts domicile before entry or qualifying activation; merely attending school or being stationed in Massachusetts is not enough. Qualifying discharge rules, service periods and payment amounts vary by bonus. Ask Treasury to assess the applicable program, including its specified discharge-equity provisions.

Vehicle, license, and plate

Massachusetts Veterans' License Plates

Massachusetts Veterans’ plates are available to applicants meeting the Commonwealth’s legal Veteran definition and RMV documentation requirements. Submit the current plate application with service/discharge evidence, such as the qualifying DD214, and required registration materials. Branch-of-service and flag designs are available; confirm current fees and vehicle eligibility with RMV.

Other resources and recognition

Massachusetts Veterans’ Treatment Courts

Massachusetts Veterans’ Treatment Courts coordinate supervision and treatment for qualifying justice-involved Veterans, addressing concerns such as PTSD, traumatic brain injury, military sexual trauma, substance use and mental health. Admission, court obligations and treatment requirements apply; the program is not an automatic dismissal or a financial benefit.

Other resources and recognition

Massachusetts Women Veterans Network

The Massachusetts Women Veterans Network connects women Veterans with community, events and federal, state and nonprofit resources. It promotes education, advocacy and collaboration and provides a current resource directory and newsletter. These are navigation and community services, not a separate entitlement to every linked benefit.

Housing

MassHousing's Home for the Brave Program

MassHousing’s Home for the Brave program offers qualifying Veterans, active-duty servicemembers and specified surviving spouses low-downpayment financing for a primary residence. The state program page lists up to 97% financing for single-family homes/condominiums and 95% for two-to-four-family homes, subject to credit, income, loan and lender requirements. Contact MassHousing or an approved lender to confirm current product availability and terms; this is a mortgage, not a grant entitlement.

Insurance

State Sponsored Life Insurance (SSLI) for Massachusetts National Guard Service Members

The National Guard Association of Massachusetts administers voluntary group life insurance for Massachusetts Guard members, with optional spouse and child coverage. Its current program provides $1,000 of no-cost coverage to each eligible member; additional insurance has policy eligibility, premiums, exclusions and limits. This association-sponsored insurance is not an automatic VA benefit or a promise of a state cash award.

Education

Suffolk University, Veterans Upward Bound Program

Suffolk University’s federally funded Veterans Upward Bound program offers eligible Veterans free preparation for postsecondary education, including academic and personal-skill support. Applicants must meet the program’s service, educational-need and service-area criteria; attending Suffolk afterward is not required. This program serves eligible Veterans, not their dependent children.
