Employment

National Guard Preference

North Carolina state hiring preference covers resident current NC National Guard members in good standing and resident former members discharged under honorable conditions after at least six creditable years. Specified surviving spouses and dependents of Guard members who died from state-duty or service-related causes also qualify. Applicants must meet the job requirements and supply service documentation; the preference does not guarantee appointment.

Education

NCWorks Apprenticeship

Veterans can receive paid on-the-job training through registered apprenticeships, combined with related instruction. Eligible participants may also use VA education benefits for a VA-approved apprenticeship; employment alone does not make every apprenticeship eligible for GI Bill payments. NCWorks can help locate training and employment resources.

Employment

NCWorks Online

NCWorks Online is North Carolina’s official job-search system. Its Veteran priority gives eligible Veterans access to new job postings for 24 hours before the general public. The system also offers training and local-resource information and allows employers to look for Veteran candidates. This is an employment service, not a cash benefit.

Employment

NCWorks Veterans Portal

The NCWorks Veterans Portal brings together employment, transition and training resources for Veterans, service members leaving the military and eligible spouses. NCWorks Career Centers can help identify applicable services and eligibility. A resource listing is not a guaranteed job placement or benefit award.

Property and state tax

North Carolina Deduction for Qualifying Military Survivor Annuities

North Carolina permits a deduction for qualifying military survivor-plan payments to a beneficiary of a retired member who either served at least 20 years or medically retired under 10 U.S.C. Chapter 61. The payment must be from a plan covered by 10 U.S.C. §1447 and included in federal adjusted gross income. The same amount cannot be deducted twice under overlapping North Carolina retirement exclusions. Not every survivor annuity qualifies.

Other resources and recognition

North Carolina Department of Military and Veterans Affairs (DMVA), County Veterans Service Officers

North Carolina DMVA and accredited county Veterans service officers provide free assistance to Veterans, active-duty, Guard and Reserve members and eligible family members residing in North Carolina. They help with benefit applications, claims, appeals and referrals. Appointments are recommended, and assistance is not itself a benefit award.

Vehicle, license, and plate

North Carolina Disabled Veteran License Plate

Veterans with a 100% combined service-connected VA rating, or VA individual unemployability paid at the 100% rate, may qualify for one free North Carolina Disabled Veteran plate per person per year. Provide the VA rating or benefit-summary letter dated within one year and obtain DMVA certification on MVR-33A. Personalization costs extra; this plate does not by itself waive every vehicle tax or establish accessible-parking eligibility.

Property and state tax

North Carolina Disabled Veterans Property Tax Relief

Eligible North Carolina homeowners may exclude up to $45,000 of the assessed value of their permanent residence from property tax. The Veteran must have honorable or under-honorable-conditions service and a total and permanent service-connected disability, or qualify through VA specially adapted housing assistance under 38 U.S.C. §2101. Certain never-remarried surviving spouses also qualify. Obtain certification on NCDVA-9 and submit it with AV-9 to the county tax office by June 1; ownership and residence requirements apply.

Vehicle, license, and plate

North Carolina Division of Motor Vehicles (DMV) Special Military and Veterans License Plates

North Carolina offers military, Veteran, campaign, award and eligible-family specialty plates. The selected design determines the service or award proof, eligibility and fees. Many designs require DMVA certification on MVR-33A before application to NCDMV; ordinary registration fees or personalization charges may still apply. Not all military plates are free.

Vehicle, license, and plate

North Carolina Driver License Renewal for Service Members and Dependents

North Carolina military personnel and qualifying family members have special driver-license renewal options before deployment or while stationed outside the state. A military-designated license may be renewed early in person without the ordinary time limit. Mail renewals have separate service-member and family-member limits and documentation requirements. Follow current NCDMV instructions rather than assuming a universal one-year early-renewal window or automatic extension.

Vehicle, license, and plate

North Carolina Gold Star Lapel Button License Plate

Qualifying family members of a deceased service member may apply for North Carolina’s Gold Star Lapel Button plate after DMVA verifies eligibility and required death/relationship documentation. DMVA lists DD1300 among the proof required. The plate has no additional specialty-plate fee, but ordinary registration charges and optional personalization charges remain. Use the current MVR-33A certification process.

Employment

North Carolina Hilton Honors Military Program

The NASWA–Hilton military program may provide up to 100,000 lifetime hotel points to eligible transitioning service members and Veterans for verified job interviews, qualifying training or pre-employment testing. North Carolina participates. Points are not guaranteed and cannot cover job searching, relocation, vacations or past stays. Contact a Veterans representative at an American Job Center; state-specific eligibility and residence rules apply. This is a partner program, not a VA entitlement.

Travel and recreation

North Carolina Hunting and Fishing Licenses for Nonresident Service Members and their Dependents at Resident Rates

Nonresident Armed Forces members stationed in North Carolina, their spouses and children under 18 can purchase resident hunting and fishing licenses under the military residency rule. Active-duty members serving outside North Carolina also receive resident treatment for short-term and annual hunting, fishing and trapping licenses. This is a license-price rule, not a camping discount; normal activity, safety and permit requirements still apply.

Property and state tax

North Carolina Income Tax Forgiveness for Deceased Service Members

North Carolina forgives qualifying state income-tax liability when a person was a U.S. Armed Forces member at death and died on active service in a combat zone, or died from wounds, disease or injury incurred there. The estate or filer must follow DOR’s KIA return and documentation instructions. This provision concerns income tax; it does not erase all state or local taxes.

Vehicle, license, and plate

North Carolina Medal of Honor Recipient License Plate

North Carolina Medal of Honor recipients may qualify for one free Medal of Honor plate per person per year. DMVA requires award/service proof and certification on MVR-33A before the NCDMV application. Optional personalization costs extra. Confirm the current documentation instructions; this plate is not a general exemption from every vehicle-related tax.

Other resources and recognition

North Carolina Military and Overseas Voter Services

Eligible military and overseas voters with a North Carolina voting-residence connection can register and request an absentee ballot through the military/overseas process. The FPCA request deadline is 5 p.m. Eastern the day before the election; online, email and fax ballot returns are due by 7:30 p.m. Eastern on Election Day. Postal returns have different mailing and receipt deadlines. Follow current voter-ID or exception-form instructions and eligibility rules, including those for spouses and dependents.

Vehicle, license, and plate

North Carolina Military Commercial Driver License (CDL) Waivers

Qualified current or former service members may request an initial North Carolina CDL skills-test waiver based on equivalent military driving experience. Designated military occupations can also qualify for Even Exchange knowledge-test relief. The published NCDMV application requires two years of qualifying driving experience, recent military driving within one year and commander certification; ask NCDMV whether a temporary federal extension applies. Other licensing, medical and endorsement requirements remain.

Travel and recreation

North Carolina Mountain Heritage Trout Fishing License Exemption for Resident and Nonresident Veterans

Resident and nonresident Veterans separated under honorable conditions are exempt from the Mountain Heritage Trout Waters fishing-license requirement while fishing in officially designated Mountain Heritage Trout Waters. Carry valid military-service documentation while fishing. This is not a statewide exemption for all trout waters or all fishing, and other season and catch rules still apply.

Insurance

North Carolina National Guard Medical Insurance Benefits

Qualifying North Carolina National Guard members, and Guard retirees with at least 20 years of service, may enroll themselves and eligible spouses or dependent children in the State Health Plan on a fully contributory basis. The subscriber must lack eligibility for other comprehensive coverage and have been without such coverage for six consecutive months. Medicare and uniformed-services health coverage count in the eligibility test. This is a paid insurance-enrollment option, not free coverage.

Financial

North Carolina National Guard Soldiers and Airmen Assistance Fund (SAAF) Grants

The nonprofit North Carolina Soldiers and Airmen Assistance Fund supports NC National Guard members and families facing life-sustaining financial needs, such as housing, utilities, food or medical emergencies. Assistance is subject to the fund’s application and review process and available resources. It is a nonprofit support program, not an automatic state or VA entitlement.

Health care

North Carolina National Guard State-Duty Injury and Disability Benefits

North Carolina law provides medical care and specified pay or pension benefits when a Guard or other covered militia member, without fault or negligence, becomes disabled through qualifying state duty or reasonable travel to or from that duty. Survivor benefits have separate death-timing and relationship requirements. Proof is required, and workers’ compensation or federal payments are offset under the statute. This is not coverage through the State Health Plan contact office.

Vehicle, license, and plate

North Carolina Partially Disabled Veteran License Plate

North Carolina’s Partially Disabled Veteran plate is for qualifying Veterans with service-connected disability who do not qualify for the full Disabled Veteran plate. Submit a VA benefit-summary or rating letter dated within one year and obtain DMVA certification. No additional specialty-plate fee applies, but regular registration and optional personalization charges remain. Veterans paid at 100% through individual unemployability should have DMVA evaluate the full Disabled Veteran plate route.

Vehicle, license, and plate

North Carolina Purple Heart License Plate (Auto or Motorcycle)

Purple Heart recipients may apply for North Carolina Purple Heart automobile or motorcycle plates with required award/service proof and DMVA certification on MVR-33A. There is no additional specialty-plate fee, but ordinary registration and optional personalization charges still apply. The recipient’s child does not independently qualify merely through the parent’s award.

Education

North Carolina Residency for Tuition Purposes for Students using U.S. Department of Veterans Affairs Education Benefits or the Fry Scholarship

A student who is a covered individual under current 38 U.S.C. §3679(c) may receive North Carolina in-state tuition and mandatory-fee treatment without the usual 12-month residency period. The student must have a North Carolina abode, provide the institution a letter of intent to establish residence and prove eligibility. This can include qualifying Veterans and family education beneficiaries; the old general three-year-after-discharge limit no longer applies. It is resident-rate treatment, not a scholarship or free tuition.

Education

North Carolina Scholarship for Children of Wartime Veterans

Qualifying children of certain deceased, disabled, combat or POW/MIA wartime Veterans may receive a scholarship at approved North Carolina schools for up to eight academic semesters used within eight years. Applicants must be under 25 and North Carolina residents when applying, with the required parent-entry residence or continuous child-from-birth residence connection. Benefit classes, award limits and covered costs differ. As of September 2026, the Fall 2026 portal is closed to new applicants; monitor DMVA for the next application period.

Employment

North Carolina State Employment Veteran and National Guard Preference

North Carolina state employment preference applies to qualifying Veterans, NC National Guard members and specified family or survivor applicants who meet the job requirements. Military experience can receive relevant credit, and qualifying external applicants may receive selection priority when substantially equal among the most-qualified candidates. Internal employment actions and reductions in force have different rules. Preference is not automatic appointment, and not every military spouse qualifies.

Travel and recreation

North Carolina State Park Discount for Service Members and Veterans

Service members and Veterans receive a $6-per-night discount on eligible North Carolina State Parks campsite reservations with proof of service or Veteran status at check-in. Primitive or group campsites, vacation cabins, facility rentals, activity fees and permits are excluded. Separate discounted entrance rates apply at Falls Lake, Jordan Lake and Kerr Lake. This is not a general free state-park pass.

Family

North Carolina State Veterans Cemetery Eligibility

North Carolina’s state Veterans cemetery program provides burial for qualifying Veterans and eligible spouses and dependents. Service, relationship and supporting-document requirements apply. There is no gravesite or necessary interment charge for a qualified Veteran, but eligible family members have a burial fee and the family remains responsible for funeral expenses. Contact the selected cemetery for arrangements.

Family

North Carolina State Veterans Cemetery Program

North Carolina operates four state Veterans cemeteries: Coastal Carolina, Eastern Carolina, Sandhills and Western Carolina. Qualified Veterans and eligible spouses and dependents may be interred under the state’s service and relationship rules. Qualified Veterans have no gravesite or interment charge; family-member interments can carry a fee, and funeral expenses remain separate. Contact the selected cemetery to verify documents and arrangements.

Health care

North Carolina State Veterans Homes

North Carolina operates skilled-nursing Veterans homes in Black Mountain, Kernersville, Kinston and Salisbury. Services include nursing, rehabilitation therapies and help with benefit applications. Admission depends on qualifying service, discharge, residence and medical-care needs; the home must be able to meet the applicant’s needs, and payment arrangements are separate. Fayetteville’s former facility is closed and should not be treated as an open admission location.

Property and state tax

North Carolina Tax Treatment of VA Dependency and Indemnity Compensation (DIC)

VA Dependency and Indemnity Compensation is a tax-free federal benefit for eligible surviving spouses, children or parents. Federal law exempts qualifying VA benefit payments from taxation, including state taxation; it does not make property purchased with those payments tax-exempt. DIC eligibility and military Survivor Benefit Plan annuities are separate matters.

Property and state tax

North Carolina Taxes on Military Disability Retirement Pay

North Carolina allows a deduction for military retirement pay included in federal adjusted gross income when the member medically retired under 10 U.S.C. Chapter 61. Chapter 61 separation or severance pay is not covered by this retirement deduction. Federal tax treatment has its own conditions; military disability retirement should not be confused with tax-free VA disability compensation.

Property and state tax

North Carolina Taxes on Military Pay

North Carolina generally taxes military pay of members domiciled in the state, even when stationed elsewhere. A nonresident stationed in North Carolina under military orders is not taxed on military service pay, although other North Carolina income may be taxable. Qualifying combat-zone pay excluded under the applicable federal rules is also excluded for North Carolina; officer limits and combat-zone rules still apply.

Other resources and recognition

North Carolina Veterans Discharge Records

A current or former Armed Forces member may request a free certified copy of a qualifying military discharge or lost-discharge certificate already registered with a North Carolina county register of deeds. Request the copy from the county where the record was registered. This is a record-copy service, not a cash payment or a promise that every county holds every Veteran’s record.

Employment

North Carolina Veterans Employment Assistance

NCWorks Career Centers provide eligible Veterans, transitioning service members and eligible spouses with career assessments, labor-market information, training referrals, interview and résumé help, job-search tools, and computer/internet access. Veteran priority of service and specialized assistance have eligibility rules. These services are not the same as a guaranteed public-employment hiring preference.

Other resources and recognition

North Carolina Veterans Guardianship Act

North Carolina’s Veterans’ Guardianship Act provides a court process for appointing and supervising a guardian when needed for a VA beneficiary, including qualifying minors or beneficiaries found unable to manage their affairs. A guardian’s authority, bond, accounting and use of funds are governed by court orders and statute. This is a protective legal process—not an automatic transfer of every Veteran’s financial affairs or a cash benefit.

Health care

North Carolina Veterans Home Locations

Current North Carolina state Veterans homes are in Black Mountain, Kernersville, Kinston and Salisbury. Use the DMVA directory and each facility’s page for admissions contacts, nursing and rehabilitation services. The Fayetteville facility is closed pending replacement. These are long-term-care resources, not housing grants or automatic spouse/survivor awards.

Travel and recreation

North Carolina Wildlife Resource Commission Lifetime Disabled Veteran Licenses

North Carolina residents with a VA service-connected disability rating of at least 50% can apply for discounted lifetime disabled-Veteran licenses after required certification. The current form lists $15 each for inland fishing, coastal fishing or the basic hunting/inland-fishing combination, $131 for Sportsman and $144 for Sportsman plus coastal fishing, with a $5 transaction fee. The disability must remain at least 50%; hunter education, harvest reporting and applicable separate stamps still apply.

Financial

State Pension for North Carolina National Guard Service Members

Eligible former NC National Guard members can receive a state pension beginning at age 60 after at least 20 creditable military years, including 15 in the NC Guard, and honorable discharge. Regular-component military retirement pay disqualifies this route. Through 2026, the monthly amount is $105 for 20 years plus $10.50 for each additional year, capped at $210. Effective January 1, 2027, these amounts become $110, $11 and $220. This is a pension payment, not an income-tax exemption.

Employment

Veteran Preference

North Carolina Veteran employment preference includes qualifying wartime Veterans discharged under other-than-dishonorable conditions, Veterans with peacetime service-connected disability, specified disabled-Veteran spouses, and certain surviving spouses or dependents of members who died on active duty or from service-related causes. Applicants must meet the position requirements and provide proof. Preference rules vary for external selection, internal actions and reductions in force.
