South Carolina may exempt the legal residence and up to five acres, plus up to two qualifying private passenger vehicles, for a Veteran with a total, permanent, service-connected disability.
SCDMV adds a Veteran designation to a driver’s license, beginner’s permit or ID without an additional designation fee. Present an accepted military document, such as a DD 214 showing an honorable or general-under-honorable discharge, an eligible National Guard or Reserve retirement record, or a VA Veteran Identification Card. A Veterans Health Identification Card is not accepted. Dependents do not qualify solely through a service member.
South Carolina residents who received the Medal of Honor, or were POWs in World War I, World War II, Korea or Vietnam, may qualify to exempt their qualifying home and up to one acre. Separate provisions exempt up to two qualifying vehicles. Survivor rules differ: qualifying surviving spouses can continue the home exemption, and the POW vehicle exemption extends to a qualifying surviving spouse, but the Medal of Honor vehicle exemption does not. Ownership, residence and SCDOR documentation requirements apply.
South Carolina offers qualifying disabled residents a free three-year Disability Combination hunting/fishing license or Disability Fishing license. Applicants must have lived in South Carolina for at least 365 days and provide a current state ID and qualifying disability-benefit certification, including an accepted VA certification. Other tags, permits and hunter-education requirements can still apply. This is not a camping discount or a benefit automatically established by any VA percentage.
Eligible Gold Star family members may receive up to three South Carolina Gold Star Family plates without the plate registration fee. Eligibility follows the federal Gold Star Lapel Button criteria, with documentation such as DD 1300 or DD 2064; it is not limited to the phrase “died in a combat zone.” Qualifying family relationships include surviving spouses, parents, children and siblings as defined by the program. The plate provides the specified metered/timed parking privilege, not automatic accessible-space parking.
South Carolina public institutions offer in-state tuition pathways for qualifying active-duty personnel assigned in the state and their dependents, plus covered Veterans and dependents using qualifying federal education benefits while meeting the applicable physical-presence and program rules. This is not a blanket benefit for every Veteran regardless of circumstances. Ask the institution’s residency official to apply current state law and federal 38 U.S.C.3679; federal coverage expanded to Chapter 1606 for academic periods beginning on or after August 1, 2026.
Eligible South Carolina state employees with official military orders may use up to 15 regularly scheduled workdays of paid military leave each year for training or other ordered duty. Declared-emergency service can qualify for 30 additional paid days per declared emergency. Full-time employees serving in a combat zone who exhaust available military leave may qualify for up to 30 additional days in a year; part-time employees do not qualify for that combat-zone provision. Coordinate orders and leave accounting with agency HR.
A family member may request a South Carolina burial flag for a deceased person who served at least one year in the South Carolina National Guard and was an active, honorably discharged or retired Guard member at death. Request the application through the senior full-time employee at a Guard armory; the Adjutant General determines eligibility.
South Carolina law allows official military discharge records to be recorded without charge by the county clerk of court. An authorized requester may obtain certified copies for no more than 50 cents. Access is restricted to the service member and other persons authorized by law; it is not a public-record access right for everyone. Contact the county clerk where the record is held.
Eligible military personnel, dependents and Department of Defense employees stationed outside South Carolina may renew a South Carolina driver’s license online or by mail. For mail renewal, SCDMV requires its application, photo, orders and applicable fee; dependents also follow the vision-documentation requirements. Check the current military-license page for the documents and online eligibility before submitting.
SC Works Veteran Services offers employment assistance, job referrals and career support for Veterans and eligible military spouses. DVOP specialists provide intensive services for targeted Veterans with significant employment barriers, while LVER staff work with employers. Qualified military-community job seekers can receive the stated job-posting priority in SCWOS. These are employment services, not an automatic tuition grant or state-government appointment preference.
SCDMV offers military CDL skills-test waivers and, for specified military occupations, the Even Exchange knowledge-and-skills waiver. Applicants need a valid South Carolina license, qualifying military commercial-vehicle experience and a commander-certified DL-408 A; normal licensing and safety requirements still apply. The current state page specifies service now or within the last 12 months. Ask SCDMV whether the temporary federal option to extend that lookback applies to your application; state adoption is not assumed.
South Carolina county Veterans’ Affairs officers help Veterans and families identify benefits and prepare or pursue claims. State law requires officer training and accreditation. Use SCDVA’s current county directory to find the local office and ask what documents to bring; an officer’s assistance does not itself establish eligibility for the underlying benefit.
Qualifying South Carolina Veterans may receive up to three free Disabled Veteran plates. Current MV-37 accepts documented qualifying loss of use of a leg or arm, specified bilateral vision impairment, or total permanent service-connected disability, together with military-service documentation. A regular DV plate alone does not provide free metered/timed parking or accessible-space privileges. The separate wheelchair-symbol DV plate requires the additional RG-007 A certification and has different parking privileges.
South Carolina expanded disabled-Veteran property-tax eligibility in 2024. Qualifying Veterans may claim from the later of the year disability occurs or the year they acquire the property. Qualifying surviving spouses may claim even if the Veteran never applied. SCDOR describes a two-year retroactive window tied to timely payment and application requirements; do not assume an unlimited exemption back to 2022. Confirm dates with SCDOR.
Qualifying children age 26 or younger of certain wartime Veterans can apply for undergraduate tuition assistance at South Carolina state-supported institutions, including eligible dual enrollment. The parent must satisfy a qualifying service, disability, death, POW/MIA or military-award pathway, and SCDVA’s applicable residency rules must be met. This covers tuition, not all fees or living costs, and is separate from federal DEA. Apply through SCDVA’s online process; approval is not retroactive before application receipt.
The Fifth Circuit program serves eligible Veterans facing qualifying charges in Richland or Kershaw counties. It combines court supervision with treatment for qualifying behavioral-health or substance-use needs, subject to screening and prosecutor/judge approval. The current program requires a guilty plea and at least 12 months of participation; successful completion can lead to dismissal and expungement eligibility. It is not statewide automatic diversion or a dependent-child benefit.
South Carolina State and National Guard members can be covered by state workers’ compensation for qualifying injuries during covered state duty; duty under federal Title 10 or Title 32 is excluded from this state employee definition. Compensability, medical/disability benefits and any dependent death benefits follow workers’ compensation law, not every illness or death automatically. The special wage basis is the greater of 75% of the prior fiscal year’s state average weekly wage or the applicable civilian-employment wage.
A surviving spouse may deduct qualifying military survivor retirement income included in South Carolina taxable income, including qualifying military retirement-benefit-plan payments attributable to the deceased spouse. This state deduction does not mean SBP payments are federally tax-free, and it should not be generalized to every nonspouse beneficiary. Use SCDOR’s current retirement guidance and return instructions.
M.J.“Dolly”Cooper State Veterans Cemetery accepts eligible Veterans and qualifying spouses or dependents; South Carolina residency is no longer required. Qualifying Veteran interment services, including the plot, opening/closing, liner and marker, are provided without charge. The current agency fee for an eligible spouse or dependent child is$300 per interment. Service/discharge and family documentation are required; pre-certification does not reserve a specific grave.
Medal of Honor recipients may request up to three South Carolina Medal of Honor plates with proof of the award. The current MV-37 lists no registration fee and free metered/timed parking for this plate. Accessible parking requires its separate qualification and documentation; family relationship alone does not make someone a Medal of Honor recipient.
SCDMV offers military-service, Veteran, award and eligible-family license plates. Eligibility evidence, fees and parking privileges differ by plate type. Use the current MV-37 and submit military-plate requests by mail to SCDMV; the page explains the three-per-eligible-type limit. A military design does not by itself establish accessible parking or a fee exemption.
Military personnel and dependents with a South Carolina license that expired during a qualifying absence may receive renewal-test relief. SCDMV requires at least 90 consecutive days outside South Carolina and a qualifying expiration during service or within 90 days after service began. Return to an SCDMV branch within 90 days of discharge or return to South Carolina. This is a conditional renewal rule, not an unconditional assurance that every expired license remains valid.
The Military Family Relief Fund may assist eligible South Carolina National Guard families and qualifying South Carolina-resident Reserve families after covered active duty of at least 30 consecutive days. DEERS family status, orders, rank limits and other program rules apply. Need grants normally require a 30% civilian-to-military pay decrease, subject to an agency waiver. Standard limits are$500 for a status grant and$2,000 total need/status assistance per state fiscal year, with separate casualty rules and limited statutory waivers. Grants depend on available funds and are not automatic.
For tax years 2023 and later, a qualifying service member and spouse may each elect the service member’s domicile, the spouse’s domicile or the permanent duty station as their tax domicile. A qualifying nonresident spouse’s personal-service income may be exempt from South Carolina tax; sharing a preexisting domicile is not required. Other South Carolina-source income can remain taxable. Follow SCDOR’s SCW-4 and resident/nonresident return instructions.
SC National Guard College Assistance supports qualified Army and Air Guard members attending eligible South Carolina institutions and approved programs. CHE’s 2026–27 guidance lists up to$12,000 per academic year,$4,000 per full-time semester and a$25,000 lifetime cap, subject to funding, enrollment and cost-of-attendance limits. Good standing, required initial training and satisfactory academic progress apply. Apply through the Guard’s annual process and coordinate with the college financial-aid office; benefits are not for dependents merely through a parent’s service.
South Carolina National Guard Veteran Advisors help Veterans, service members and families navigate benefits and connect with regional partners. They can assist with issues such as claims, employment, education, medical records, finances, legal referrals and housing resources. This is advice and referral support; each underlying program makes its own eligibility decision.
The South Carolina National Guard Service Member and Family Care Directorate coordinates support for Army and Air Guard members and families. Services include employment help, family-readiness and short-term nonmedical counseling, survivor support, psychological assessment or referral and Veteran-advisor navigation. Each service has its own scope; a referral for financial or housing assistance is not a guaranteed cash payment or home loan, and not every service is available to every Veteran.
Operation Palmetto Employment connects service members, Veterans and family members with civilian employment assistance through South Carolina National Guard, workforce and employer partners. Services include job-search, resume and interview support and connections to opportunities. This is an employment-service initiative, not a cash grant or guaranteed job.
Palmetto Pathfinder is a peer-support program connecting transitioning service members and Veterans with trained Veteran volunteers and community resources. It helps participants identify personal and professional goals and navigate available support; it does not itself award cash or establish eligibility for another benefit. Use SCDVA’s assistance route if seeking help, rather than the volunteer application.
South Carolina has different property-tax exemptions for qualifying permanently and totally service-connected disabled Veterans, Medal of Honor recipients and former POWs from specified wars. The disabled-Veteran home exemption can cover up to five acres; the Medal of Honor/former-POW home provision covers up to one acre. Vehicle and surviving-spouse rules are separate and are not identical across these programs. Apply through SCDOR and verify title, residence, documentation and applicable dates.
Qualifying Veterans with a total, permanent, service-connected disability may receive South Carolina property-tax exemptions for a home and land up to five acres and up to two private passenger vehicles. Qualifying surviving spouses may also be eligible. Ownership, disability documentation and application requirements apply; submit an exemption application through SCDOR MyDORWAY.
Active South Carolina Retirement System members may purchase up to six years of qualifying military service credit, including eligible Reserve or Guard service, with an other-than-dishonorable discharge. The restriction applies to a military-service period already credited in SCRS, PORS or GARS—not to everyone who already has any retirement-system credit. Purchase cost and eligibility are determined by PEBA; USERRA restoration contributions follow a separate process.
Purple Heart recipients may request up to three South Carolina Purple Heart plates using accepted award documentation. Current MV-37 lists no registration fee and free metered/timed parking. A wheelchair-symbol version requires the separate RG-007 A disability certification. The award recipient, not a dependent child merely related to the recipient, is the eligible applicant.
Nonresident service members and dependents stationed in South Carolina for at least 30 days may obtain resident hunting and fishing privileges with valid military identification. SCDNR also recognizes South Carolina domicile. Simply visiting or living in the state for 30 days is not the military exception; applicable permits, tags and hunter-education requirements remain.
South Carolina’s Servicemembers Civil Relief Act supplements the federal SCRA, not USERRA. It extends qualifying civil protections to covered military service, including Guard state active duty lasting more than 30 consecutive days, and provides specified protections for dependents. Notice and copies of orders are required for certain protections; qualifying relocation can support termination of listed service contracts without an early-termination penalty. This is legal protection, not a housing loan or grant.
South Carolina’s state hiring process requires at least one qualified Veteran interview for an FTE vacancy when qualified Veteran applicants are available. Applicants must meet the position’s training, experience and ability requirements and the policy’s qualifying active-service/discharge rules. Self-identify the preference; the updated HR instruction requires DD 214 verification when requested before interview, rather than uploading it with the initial application. Preference does not guarantee selection.
South Carolina operates six state Veterans nursing homes for eligible South Carolina Veterans needing skilled or intermediate nursing care. The agency lists citizenship/residence and honorable or general-under-honorable discharge requirements; clinical admission, payment and documentation rules also apply. Contact a home or county Veterans’ Affairs office using the current agency directory. This is not free housing for every Veteran.
Qualifying military retirement income that is included in South Carolina taxable income can be fully deducted under the state military-retirement rule. Do not assume every military disability pension is federally tax-free: federal exclusions depend on the payment’s legal basis. South Carolina also has a separate total-and-permanent-disability retirement deduction with its own inability-to-work, homestead-eligibility and physician-documentation requirements.
Military pay is generally taxable to South Carolina when South Carolina is the service member’s tax domicile. Orders alone do not change domicile, but qualifying married service members can use the current federal domicile-election rules. Nonresident military service pay is generally not South Carolina-source income; a separate civilian job may be taxable. South Carolina excludes the specified customary Guard/Reserve training and drill pay under its separate rule. Consult current SCDOR filing guidance for your circumstances.
SC-VALOR coordinates legal clinics and referrals for service members and Veterans through the Attorney General, South Carolina Bar and Military Department. Available assistance can include wills, powers of attorney and military civil-relief issues. Some referrals are free or reduced-cost and may be subject to income, case and provider capacity requirements; representation or emergency help is not guaranteed.
The South Carolina Veteran Coalition connects Veterans, service members and families with participating organizations through a coordinated resource network. It helps find housing, employment, education, mental-health, benefits-navigation and family-support services. The coalition makes connections; providers determine eligibility and it is not itself a tuition award, home loan or housing grant.
South Carolina offers a Veteran plate to qualifying current or former military members with accepted service documentation. The current MV-37 distinguishes this plate from fee-waived award and disability plates: regular registration fees apply, and the ordinary Veteran plate does not provide free metered/timed or accessible parking. No more than three plates may be issued in an eligible plate class.
When vital-record facts are needed for a VA claim, South Carolina law provides verification without charge to the state Veterans’ Affairs department or a county Veterans’ Affairs officer upon an authorized request. Ask your county service officer to arrange it. This is not a blanket waiver for any certified copy requested directly over the public vital-records counter.
The University of South Carolina Veterans Legal Clinic offers free legal services to qualifying South Carolina Veterans and family members, subject to screening and capacity. It handles selected VA-benefit appeals and some family-law or other civil matters when capacity permits. Clients may still be responsible for necessary filing or expert costs. Use the clinic intake process or call 803-777-3398; submitting an intake does not create representation.
