Property and state tax

Kansas tax relief

Kansas Homestead (K-40H) offers a property-tax refund of up to $700 for eligible homeowners, including qualifying disabled Veterans and certain unremarried surviving spouses. For the disabled-Veteran path, qualifying discharge and at least 50% permanent service-connected disability are required, with household-income, residence and property-value limits.

Employment

Expedited State Licensure for Service Members, Veterans, their Spouses

Kansas provides a 15-day licensing decision pathway after a complete application for qualifying servicemembers, honorably discharged former members and their spouses with eligible out-of-state credentials. Reciprocity or comparable-scope requirements, good standing and other safeguards still apply. Contact the board for the profession; this is not automatic permission to practice every occupation.

Employment

Granted Military Service Credit

KPERS may grant up to five years of active military-service credit at no cost when service interrupts covered public employment. The member must have held a covered position before leaving, return to a participating employer within one year of discharge (two years for a line-of-duty disability), and meet the payroll-status conditions. Provide the DD214 to the employer/KPERS; this is not free credit for all prior military service.

Vehicle, license, and plate

Kansas Combat Wounded Purple Heart License Plate

Kansas residents and nonresident military members stationed in Kansas who received the Purple Heart may apply for a Combat Wounded/Purple Heart plate for an eligible Kansas-titled or leased vehicle. Standard registration fees and property taxes still apply. Up to two qualifying award decals are optional and cost $2 each. Bring award documentation and insurance to the county treasurer’s motor-vehicle office.

Travel and recreation

Kansas Department of Wildlife and Parks (KDWP) National Guard and Disabled Veterans, Free Hunting, Fishing and Park Vehicle Permits

Kansas offers free permanent hunting and fishing licenses to honorably discharged Kansas-resident Veterans with at least 30% service-connected disability. Active Kansas National Guard members may receive free hunting/fishing licenses and state-park vehicle permits as annual funding allows. Submit the applicable KDWP application and required residency, disability or unit certification; hunter-education requirements still apply.

Vehicle, license, and plate

Kansas Disabled Veteran License Plate

Eligible Kansas-resident disabled Veterans may obtain a Disabled Veteran plate with one vehicle’s registration fee waived; property taxes are not automatically waived and additional plates have ordinary registration fees. Eligibility includes VA compensation at 50% disability or specified loss/use-of-limb or vision awards. A person responsible for the Veteran’s transportation may also apply. Accessible-parking privileges require separate qualifying disability certification and the wheelchair symbol.

Vehicle, license, and plate

Kansas Gold Star Mother License Plate

A qualifying Kansas-resident mother, stepmother or foster mother in loco parentis of a servicemember who died in good standing on active duty may apply for a Gold Star Mother plate. Submit TR170, DD1300 and relationship documentation to the county treasurer. Normal registration fees and property taxes apply; this is recognition, not a general survivor tax exemption.

Education

Kansas Hero’s Scholarship

The Kansas Hero’s Scholarship waives undergraduate tuition and required fees at eligible Kansas public institutions for qualifying former prisoners of war and certain spouses, unremarried surviving spouses and dependent children of military members or Veterans. Military-family routes include line-of-duty death, qualifying service disability preventing further service, or at least 80% service-connected disability, with Kansas-residence rules. Family recipients generally have a ten-semester limit and must apply or renew each term/year as instructed; books, housing and lab fees are not covered.

Employment

Kansas Hilton Honors Military Program

Eligible people transitioning from military service who live in or plan to move to Kansas may request donated Hilton Honors points for verified job interviews, employment-related training or pre-employment testing. The national maximum is 100,000 points over a lifetime, and awards are not guaranteed. Job fairs, ordinary job searching, relocation, house hunting and previous stays are not covered. Contact a Workforce/American Job Center Veteran representative for Kansas-specific screening before booking.

Property and state tax

Kansas Homestead Refund for Disabled Veterans and Surviving Spouses

Kansas Homestead (K-40H) is a property-tax refund of up to $700, not a full tax exemption. Qualifying disabled Veterans and certain unremarried surviving spouses must meet the applicable residency, ownership, disability and household-income rules. The current agency FAQ gives 2025 limits of $43,389 household income and $350,000 home value; confirm the correct tax-year instructions before filing.

Property and state tax

Kansas Income Tax Exemption for Nonresident Military Spouses

Kansas income from services performed by the non-military spouse of a nonresident servicemember can be excluded when the spouse is in Kansas solely because the servicemember is stationed there under military orders. The 2025 Kansas instructions direct eligible filers to Schedule S, line A15. Confirm the couple’s legal residence and applicable military-spouse residence election; this is not an exemption for every spouse’s income or every kind of investment/business income.

Property and state tax

Kansas income-tax treatment of military survivor annuities

Kansas Department of Revenue’s published Survivor Benefit Plan memorandum treats payments to survivors of deceased Armed Forces members as military retirement benefits exempt from Kansas income tax. Current instructions subtract eligible federal/military retirement benefits included in federal adjusted gross income on Schedule S. Confirm the payer and plan shown on the 1099-R with KDOR if there is uncertainty about a particular survivor annuity.

Vehicle, license, and plate

Kansas Medal of Honor License Plate

Medal of Honor recipients who are Kansas residents or nonresident military members stationed in Kansas may apply for the Kansas Medal of Honor plate. The agency lists automobiles and trucks registered at 20,000 pounds or less, titled or leased in the recipient’s name. Standard registration fees and property taxes apply. Present award documentation and insurance at the county treasurer’s motor-vehicle office.

Vehicle, license, and plate

Kansas Military and Veteran License Plates

Kansas offers multiple military and Veteran plate designs, including service, campaign, award, disability and survivor plates. Each design has its own proof, residency, vehicle and fee rules; not every plate is available for every vehicle or includes a fee waiver. Start with KDOR’s current plate directory and apply through the county treasurer’s motor-vehicle office.

Vehicle, license, and plate

Kansas Military Commercial Driver License (CDL) Test Waiver Program

Kansas may waive CDL skills testing for qualified current servicemembers or Veterans under the agency’s published one-year separation window with at least two years of equivalent military driving experience. A narrower even-exchange route can waive knowledge tests for listed military occupations. Submit the military certification form for review; driving-history, medical, endorsement and other licensing rules still apply. Ask KDOR whether any temporary federal waiver changes your deadline.

Education

Kansas Military Service Scholarship

The Kansas Military Service Scholarship can help eligible Kansas-resident servicemembers and Veterans pursuing a first undergraduate degree at a Kansas public institution. Qualifying service generally requires at least 90 days after September 11, 2001 in an overseas area eligible for hostile-fire pay, with an injury-related shorter-service exception. Awards depend on financial need, available funds and other military education aid; up to four academic years, or five for a designated five-year program, may be supported. Apply through Regents and complete the FAFSA.

Education

Kansas National Guard Educational Assistance Program

Eligible Kansas National Guard members may receive tuition and required-fee assistance for up to 15 credit hours per semester, subject to funding, academic progress and service commitments. The overall cap is 150% of the credits required for the approved program—not a universal 180 credits. Qualified members may instead sponsor an eligible dependent; dependent awards are funded after member awards. Federal military tuition aid offsets the award. Check current fall/spring applications and the required continuing Guard-service agreement before accepting funds.

Health care

Kansas National Guard Service Member Compensation for Injury, Illness, Disability and Death incurred while on State Active Duty

Kansas National Guard and State Guard members may qualify for state death or disability benefits when an injury, illness or death occurs in the line of qualifying state duty, including covered travel to or from duty. The military disability board determines disability and compensation, administered by the Adjutant General. Comparable or superior federal benefits for the same occurrence can exclude state entitlement; contact the unit or department for the claim process.

Other resources and recognition

Kansas National Guard State Sponsored Life Insurance (SSLI)

The National Guard Association of Kansas offers voluntary group life insurance for current Guard members, with family coverage options and premiums. Its new-enlistee offer provides $10,000 of coverage for the first year when enrolled within 30 days; premiums begin afterward to continue coverage. Review the insurer’s policy, exclusions and enrollment terms. This is association-provided insurance, not a free VA or Kansas government entitlement.

Employment

Kansas occupational-license fee waiver for military spouses

Qualifying spouses of current servicemembers, Reserve or Guard members, and honorably discharged former members are exempt from covered Kansas occupational-credential application and renewal fees, including criminal-background-report fees. The waiver is for the spouse, not every Veteran. Profession-specific requirements and statutory exclusions still apply; request the exemption from the licensing board.

Other resources and recognition

Kansas Office of Veterans Services (KOVS), Veteran Service Representatives (VSRs)

KOVS Veteran Service Representatives help Veterans and families understand and apply for federal, state and local Veterans benefits without charging for their assistance. Services include claims for disability compensation, pension, education, health care and spouse/dependent benefits. Find a local representative through KOVS or call 785-296-3976; assistance does not guarantee a claim award.

Other resources and recognition

Kansas Open Records Exemption for Military Records

Kansas military-discharge records filed with a county register of deeds are exempt from ordinary public disclosure. The law nevertheless permits access by specified people and entities, including the Veteran, immediate family or lineal descendants, heirs or authorized representatives, funeral directors, and government offices handling benefits. This is not an absolute rule that no one can obtain a record without the Veteran’s consent. Contact the record-holding office for the applicable request procedure.

Education

Kansas Operation Recognition honorary high-school diplomas

Honorably discharged Veterans who left a Kansas high school before graduating to serve during the listed World War II, Korean War or Vietnam War periods may request an honorary diploma through KOVS. Applicants must be current or former Kansas residents. Veterans who earned a diploma but missed their graduation ceremony may also qualify; posthumous awards are available. This is honorary recognition, not college tuition assistance.

Employment

Kansas Professional License Benefits for Service Members, Veterans and Spouses

Kansas offers eligible military-connected applicants expedited licensing, recognition of qualifying out-of-state credentials, and certain probationary or temporary permits. Military spouses may also qualify for occupational-license fee waivers. Each pathway has different requirements; contact the board that regulates the profession before practicing. Attorney and law-enforcement certification exclusions apply.

Employment

Kansas Public Employees Retirement System (KPERS) Military Service Credit

Active KPERS members may be able to purchase military-service credit: year-for-year active service or one quarter for each year of active or inactive Reserve service, from one quarter up to six years. Submit the service-credit purchase application with a DD214 or annual points statement before leaving covered payroll. Costs and retirement effects depend on age, pay and plan tier; ask whether the service qualifies for no-cost granted credit first.

Travel and recreation

Kansas Resident Service Members and Dependents may continue to Purchase Resident Hunting and Fishing Licenses when Stationed out of State

Active-duty members who were Kansas residents immediately before entering the Armed Forces, and immediate family members domiciled with them, may buy Kansas hunting and fishing licenses and related permits under resident conditions while stationed elsewhere. A separate rule covers nonresidents stationed in Kansas and excludes lifetime licenses for that group. Carry required military identification and check the rules for the particular license or permit.

Education

Kansas Resident Tuition Rates for Eligible Veterans, Service Members and Dependents

Current Armed Forces members and their spouses or dependent children qualify for Kansas-resident tuition rates at covered public postsecondary institutions. Other routes require living in Kansas while enrolled, such as eligible federal education-benefit users who file an intent-to-establish-residence letter, or Veterans and their families meeting the prior Kansas-residency or 11-month Kansas-stationing rule. This reduces tuition to the resident rate; it is not a tuition waiver.

Property and state tax

Kansas Sales Tax Exemption for Disabled Veterans

Since July 1, 2026, qualifying Kansas resident Veterans with a permanent service-connected 100% disability or permanent TDIU status can apply for a sales-tax exemption card covering up to $24,000 in eligible personal-use purchases each calendar year. Motor vehicles, alcohol, tobacco and income-producing purchases are excluded. An unremarried surviving spouse may qualify if the eligible Veteran died on or after July 1, 2026. Confirm discharge requirements and apply through the Kansas Department of Revenue.

Employment

Kansas State Employee Veterans’ Hiring Preference

Eligible Veterans and certain spouses or survivors can receive preference in Kansas state and local government initial employment and first promotion when qualified to perform the work. State vacancies marked for Veterans’ preference generally provide an interview to qualifying applicants who meet the stated requirements, subject to applicable employee-preference rules. Submit accepted service and eligibility documents through the hiring process; preference is not a guaranteed job. Eligibility and exclusions are defined in current K.S.A. 73-201.

Family

Kansas State Veterans' Cemeteries

Kansas operates four state Veterans cemeteries at Fort Dodge, WaKeeney, Winfield and Fort Riley/Manhattan. Eligible Veterans and qualifying spouses or dependent children may be buried without an interment fee; Kansas residency is not required. Optional or oversized grave-liner costs and outside funeral expenses are not automatically covered. Preregistration is free and helps confirm eligibility but does not reserve or guarantee a gravesite.

Education

Kansas tuition and fee waiver for dependents of Vietnam-conflict deceased servicemembers

K.S.A. 73-1218 provides eligible dependent children up to 12 semesters or the equivalent without tuition or fees at covered Kansas state-supported postsecondary institutions. The parent must have been a Kansas resident when entering service and died from a service-connected disability suffered as a result of service in the geographical area of the Vietnam conflict. KOVS determines dependent eligibility; contact KOVS and the institution before enrolling.

Vehicle, license, and plate

Kansas U.S. Veteran License Plate

Kansas residents who currently serve, or who are qualifying Veterans with an honorable or general-under-honorable discharge, may apply for a U.S. military Veteran plate. The current statute accepts a Kansas driver’s license with Veteran designation, DD214, NGB22 or approved equivalent discharge proof. Standard registration fees apply; optional branch decals cost $2. Contact the county treasurer for current paperwork because the old linked TR102 form still contains superseded eligibility language.

Family

Kansas Unemployment Insurance Benefits for Military Spouses

A spouse who leaves work to accompany an active-duty servicemember after a voluntary or involuntary duty-location transfer may avoid Kansas unemployment disqualification when continued employment would be unreasonable. This exception does not guarantee payment: wage history, availability for work and other unemployment rules still apply. Apply through KDOL promptly after the last day worked and continue weekly certifications.

Health care

Kansas Veterans Homes admission priority

Kansas Veterans Homes give admission priority to eligible Veterans without adequate means of support, then consider the level of care needed and the ability to obtain and afford care or housing in the community. Kansas residence is preferred but not required. Applicants must satisfy military-service, care-needs, background and facility-capacity rules; priority does not guarantee admission or free care.

Employment

Kansas Veterans Preference in Private Employment

Kansas private employers may choose a written, consistently applied hiring preference for eligible Veterans who meet the position’s requirements. It is voluntary, not a guaranteed interview or job. Veterans must provide military-service proof and an honorable or general-under-honorable discharge. Ask the employer whether it has adopted the policy.

Health care

Kansas Veterans’ and Soldiers’ Homes

Kansas operates the Soldiers’ Home at Fort Dodge and Veterans’ Home at Winfield for eligible Veterans needing long-term care. Admission depends on military status, care needs, background checks, available space and the home’s ability to provide appropriate care; some spouses, surviving spouses and Gold Star parents may qualify on a space-available basis. Care is not automatically free. The planned Northeast Kansas Veterans’ Home in Topeka is not listed as accepting residents.

Other resources and recognition

Kansas Vietnam War Era Medallion Program

Kansas offers a Vietnam War Era medallion, medal and certificate for qualifying active-duty service from February 28, 1961 through May 7, 1975. A Veteran must have a qualifying Kansas residence connection and honorable service; service in Vietnam itself is not required. An eligible surviving spouse or eldest living survivor may apply if the Veteran died before applying. Only one award is issued per eligible Veteran; submit the KOVS application and service/residency proof.

Other resources and recognition

KanVet

KanVet is a resource directory for Kansas Veterans, transitioning servicemembers and families, connecting users with employment, education, health and support services. It helps locate programs and contacts; it does not itself award a scholarship or guarantee eligibility for every linked benefit. Use the directory or contact KOVS for individualized navigation help.

Employment

Preference in Kansas State Contracts for Disabled Veteran Owned Businesses

Kansas provides a contracting preference for annually certified disabled-Veteran-owned businesses that are responsible bidders and whose bid is no more than 10% above the lowest competitive bid. At least 51% Veteran ownership and Veteran control of daily operations are required. Current law defines an eligible disabled Veteran using at least a 10% service-connected rating and honorable or general-under-honorable discharge. Apply through Kansas Procurement and Contracts; certification does not guarantee a contract.

Employment

Probationary Licenses for Service Members and Military Spouses

Kansas can issue a probationary occupational credential to an eligible military applicant with a current out-of-state credential of similar scope, at least one year of experience and required good-standing, background and financial qualifications. The probationary period is no more than six months. A separate temporary-permit route may address scope differences, subject to public-safety and profession-specific restrictions.

Renewing, Extending or Replacing Kansas Drivers’ License for Service Members Out of State

Kansas-resident active-duty military members and dependents stationed outside Kansas may request a replacement, six-month extension or renewal of a Kansas driver’s license by mail using form DEMI-1. A current license photo must be on file, and citizenship or lawful-presence documents are required. Applicable documents and fees still apply; renewal waives the exam fee, while the photo fee is generally charged except for a six-month extension.

Other resources and recognition

Request Kansas Resident Military Records

The Kansas Adjutant General’s Archives Office directs records requests by service and date: its published holdings include Kansas National Guard records from 1946–2009, World War II statements from 1941–1946, and active-service DD214s from 1946–1991. For later active-service discharges, contact KOVS; newer Guard and other records may require iPERMS, ARPC or the National Personnel Records Center. Use the agency’s instructions and SF180 rather than assuming all records are held locally.

Property and state tax

VA survivor DIC is tax-exempt for Kansas recipients

VA Dependency and Indemnity Compensation is a federal, tax-free benefit for qualifying surviving spouses, children or parents. Eligibility can depend on a service-related death or, for certain survivors, the Veteran’s qualifying total-disability history; it is not automatic for every survivor. Federal law protects VA benefit payments from taxation, including state taxation. Apply to VA or ask a KOVS-accredited representative for help; this is not a separate Kansas cash benefit.

Vehicle, license, and plate

VETERAN Designation on Kansas Driver’s Licenses and ID Cards

Kansas offers a VETERAN designation on driver’s licenses and nondriver ID cards for qualifying Veterans with an honorable or general-under-honorable discharge. Bring a DD214 or other accepted service/discharge documentation to a Kansas driver-license examining station. The designation identifies service; it does not by itself establish eligibility for disability benefits or waive ordinary licensing requirements.
