Property and state tax

Wisconsin tax relief

Wisconsin provides a refundable credit for eligible Veterans and unremarried surviving spouses for qualifying property taxes paid on their primary Wisconsin dwelling and up to one acre of necessary surrounding land. WDVA certifies service, residency history and qualifying disability or survivor status, including eligible individual-unemployability paths. Special assessments, interest, service charges and business portions do not qualify. Certain renters required by a written agreement to pay property taxes directly to the municipality may also qualify. Obtain WDVA certification and claim the credit on the state income-tax return.

Financial

Entrepreneurship Grant

Organization benefit—not a personal entitlement.

WDVA entrepreneurship grants support registered 501(c)(3) or 501(c)(6) nonprofits that help Veteran entrepreneurs through training, technical assistance and business services. The current maximum is $100,000 per applicant; $300,000 is the program-wide funding pool, not an individual award. Applications were closed when reviewed September 18, 2026. These grants go to organizations, not directly to Veterans.

Financial

Nonprofit Grant

Organization benefit—not a personal entitlement.

WDVA nonprofit grants support registered 501(c)(3) organizations providing financial assistance or other services to Veterans and dependents. The current maximum is $25,000 per applicant; $250,000 is the total funding pool. Applications were closed when reviewed September 18, 2026. Veterans receive services through funded organizations rather than applying for this organizational grant.

Financial

Subsistence Grants

WDVA subsistence aid may help eligible Wisconsin Veterans and qualifying military families after other aid is exhausted and income is lost because of illness, injury or disaster. Apply within 12 months of the verified loss. Aid covers up to three 30-day periods and is limited to $3,000 in a consecutive 12-month period and the combined $7,500 lifetime health-care/subsistence cap. Separate qualifying deployment and survivor family rules apply.

Identification

Veteran Identifier on Wisconsin Drivers Licenses and ID Cards

Wisconsin offers a Veteran identifier on driver licenses and ID cards after WDVA verifies qualifying service. Eligible routes include active service under honorable conditions and completed initial Guard/Reserve terms under honorable conditions; training-only service by itself does not always qualify. WDVA also recognizes a specified Laos-service route. Obtain verification through MyWisVets or the service-verification process before the DMV transaction.

Employment

Veterans Employment Grant

Organization benefit—not a personal entitlement.

Eligible nongovernmental Wisconsin employers may receive a WDVA grant for hiring a Veteran with a VA service-connected disability rating of at least 50% at hire. A qualifying full-time hire can support up to $5,000 over 12 consecutive months; qualifying part-time hires can support up to $2,500. Payments are tied to six- and twelve-month employment documentation. The grant is paid to the employer, not the Veteran.

Financial

Veterans Mental Health Community-Based Organization Grant

Organization benefit—not a personal entitlement.

WDVA mental-health community-based organization grants support eligible 501(c)(3) nonprofits providing activities, programs and services for Wisconsin Veterans. The current applicant cap is $100,000, including applicable previous awards; the published funding pool is $600,000. Applications were closed when reviewed September 18, 2026. This is organizational funding, not a guaranteed individual treatment payment.

Education

Veterans Retraining Grant

Eligible recently unemployed or underemployed Wisconsin Veterans may receive need-based retraining assistance up to $3,000 per year for at most two years. Approved technical/proprietary education or structured on-the-job training must be completed within the program period. WDVA reviews employment history, financial need, other available aid and the training plan; this is not an automatic award.

Employment

Wisconsin Apprenticeships and On-the-Job Training (OJT)

Wisconsin apprenticeship and on-the-job training combine paid work with occupational instruction. Eligible Veterans and service members may use GI Bill benefits only for approved programs and under VA eligibility rules; payments depend on the benefit and training stage. DWD provides information and program contacts. This is not an automatic state grant or a dependent scholarship.

Travel and recreation

Wisconsin Department of Natural Resources Veterans Benefits

Wisconsin DNR offers different hunting, fishing and recreation benefits for eligible Veterans, including disability-related resident licenses, a park/trail pass, returning-service licenses and Purple Heart benefits that include some nonresident options. Each program has its own service, disability, residency, fee and documentation rules. These are not a blanket free license or camping entitlement for all Veterans.

Travel and recreation

Wisconsin Department of Natural Resources, Free State Park, Forest and Trail Pass for Disabled Veterans and Former Prisoners of War (POW)

Wisconsin resident Veterans who are former POWs, have at least a 70% service-connected disability, or qualify through individual unemployability may apply for a free state park, forest and trail pass. The current application requires service, residence and qualifying-status verification. Permanent qualifications receive a lifetime pass; temporary qualifications receive a two-year pass. Admission and trail fees are covered, but camping and other non-admission charges are not.

Financial

Wisconsin Department of Veterans Affairs (WDVA) Grants for Nonprofit Organizations

Organization benefit—not a personal entitlement.

WDVA administers separate nonprofit, Veteran entrepreneurship and mental-health organization grant programs. Organization type, service purpose, applicant limits and funding rounds differ. All three application windows were closed when reviewed September 18, 2026. These opportunities fund eligible organizations serving Veterans; they are not personal Veteran grant applications.

Health care

Wisconsin Department of Veterans Affairs, Veterans Outreach and Recovery Program (VORP)

WDVA’s Veterans Outreach and Recovery Program connects people who served in the Armed Forces, including eligible Guard and Reserve members, with treatment, recovery support and community resources. Regional staff provide outreach, case management and referrals for health, housing and employment needs. Financial treatment assistance may be available after individual review; it is not a guaranteed unrestricted grant.

Education

Wisconsin Department of Workforce Development, Veteran Employment Services

Wisconsin Job Centers provide priority employment and training services for eligible Veterans and covered persons. Veteran employment specialists focus intensive assistance on eligible Veterans with significant barriers to employment; local Veteran employment representatives work with employers. Service priority is not a guarantee of a job and is separate from preference in hiring for Wisconsin state employment.

Vehicle, license, and plate

Wisconsin Disabled Veteran License Plates

Wisconsin Disabled Veteran parking plates require a permanent service-incurred disability that limits walking, certified by an authorized VA health-care specialist. Qualifying vehicles may use designated disabled parking; municipal metered-space and time-limit exceptions apply where the posted limit is at least 30 minutes. Private or attended lots may still charge. Regular registration requirements remain, and optional personalization costs $15 annually.

Education

Wisconsin G.I. Bill Tuition Remission Program for Veterans, Spouses and Children

The Wisconsin GI Bill remits eligible tuition and segregated fees at Universities of Wisconsin and Wisconsin Technical College System schools for up to eight semesters or 128 credits, whichever is greater. Veteran eligibility includes Wisconsin residency at entry or the qualifying three-year residency route. Family routes include qualifying 30%-or-higher service-connected disability or survivor status, with additional student-residency and child-age rules. WDVA certifies eligibility and the college determines the tuition benefit.

Vehicle, license, and plate

Wisconsin Gold Star Family License Plates

Wisconsin Gold Star plates are available to qualifying immediate family members of a service member whose death meets federal Gold Star lapel-button criteria. The applicant must have the required vehicle ownership, lease or trust interest. Nonpersonalized plates have no issuance fee; normal registration and any optional personalization charges are separate. The eligible family list extends beyond spouses and children.

Education

Wisconsin High School Diplomas for Wartime Veterans

Wisconsin school boards may award a high-school diploma to qualifying Veterans who left school for wartime military service and served under honorable conditions. The Veteran generally must be at least 65, or at least 55 with a service-connected disability, and meet the district/Wisconsin school connection. GED recipients can qualify; posthumous awards have an age exception. Apply to the school district, not through the Wisconsin GI Bill form.

Employment

Wisconsin Hilton Honors Military Program

Eligible Wisconsin Veterans and military spouses may request Hilton Honors points through the workforce program for verified employment-related travel such as interviews, training or pre-employment testing. The national maximum is 100,000 points over a lifetime, subject to eligibility and available approvals. General job searches, job fairs, relocation and reimbursement of completed stays are not covered. This partnership is not a guaranteed Wisconsin cash benefit.

Property and state tax

Wisconsin Income Tax Exemption on Military Survivor Benefit Plan (SBP), Reserve Component Survivor Benefit Plan (RCSBP), and Retired Serviceman’s Family Protection Plan (RSFPP) Annuities

Wisconsin excludes qualifying payments from the U.S. military retirement system, including military survivor annuities, from state income taxation. Subtract only the amount included in federal adjusted gross income when preparing the Wisconsin return. This Wisconsin exclusion does not mean that SBP or other military survivor annuities are federally tax-free.

Property and state tax

Wisconsin Income Tax Filing Deadline Extension for Service Members Serving in a Combat Zone

Wisconsin provides qualifying combat-zone filing and payment extensions generally based on 180 days after the later of combat-zone service or qualifying hospitalization, plus any filing time that remained before entry. Certain spouses also qualify under separate rules. This is different from the ordinary two-month extension for taxpayers outside the United States and Puerto Rico on the regular due date; verify the applicable route with DOR.

Vehicle, license, and plate

Wisconsin Medal of Honor License Plates

Wisconsin resident Medal of Honor recipients may apply for plates with no issuance or registration fees and no expiration. Proof of the award and qualifying vehicle ownership, lease or trust interest is required. Plates may transfer to a surviving spouse without the plate fee; they cannot be personalized and do not by themselves provide disabled-parking privileges.

Other resources and recognition

Wisconsin Medals and Records Assistance for Veterans

WDVA helps eligible requesters obtain military discharge records and directs medal or federal-record requests to the appropriate records agency. Requests require authorization and identity or relationship documentation; deceased-Veteran requests may require proof of death and next-of-kin status. Use WDVA’s record-request process or the applicable federal records form.

Vehicle, license, and plate

Wisconsin Military and Veteran License Plates

Wisconsin offers military-designation plates and separate special plates for qualifying disabled Veterans, Medal of Honor recipients, former POWs and Gold Star families. Eligibility, vehicle type, documentation and fees differ by design. Standard military plates do not provide special parking privileges. Use the DMV’s plate-specific instructions rather than assuming one common eligibility or fee waiver for every design.

Family

Wisconsin Military Funeral Honors Program (MFHP)

Eligible deceased Veterans can receive military funeral honors coordinated through WDVA, including Taps and ceremonial flag folding and presentation without charge. Eligibility requires the applicable service and discharge documentation. Families normally work with the funeral director to submit the honors request; additional ceremonial elements depend on availability.

Vehicle, license, and plate

Wisconsin Military License Plates

Wisconsin military plates are available to qualifying active or retired military Veterans and service-academy students or alumni with the required vehicle interest and documentation. More than 50 service and medal designations are available. Personalization is optional; these plates do not grant special parking privileges. Apply through the DMV plate-specific process.

Employment

Wisconsin Military Professional License Extension and Renewal

Qualifying Wisconsin resident service members whose professional or occupational credentials expire during active duty may keep them valid through 180 days after discharge. Eligible spouses must have stopped practicing because of the service member’s active duty. Timely documented renewal within that period is without charge; continuing-education relief has separate conditions. Contact the credentialing agency, because this is not a universal waiver for every spouse or every renewal.

Contact the credentialing agency, because this is not a universal waiver for every spouse or every renewal.

Insurance

Wisconsin National Guard State-Duty Workers’ Compensation

Wisconsin National Guard and state defense force members serving on properly authorized state active duty are covered as employees under Wisconsin workers’ compensation law only when federal law does not provide substantially equivalent benefits. Any injury or survivor claim must meet the applicable workers’ compensation requirements; coverage is not an unconditional benefit for every illness or every type of military duty.

Education

Wisconsin Private Nonprofit College Grant — Family Eligibility

This private-college grant has separate dependent and survivor routes. For dependents of living qualifying Veterans or Guard/Reserve members, a service-connected disability rating of at least 30% and qualifying Wisconsin entry or three-year residency history are required. Survivor rules use qualifying death, Wisconsin residence and different service/residency conditions. Children generally must be at least 17 but under 26; the college and WDVA must confirm the applicable route and student residency.

Travel and recreation

Wisconsin Resident Disabled Veteran Fishing License

Eligible Wisconsin resident Veterans may buy a $3 annual fishing license if they have at least a 70% service-connected disability, qualify through individual unemployability, or receive a qualifying nonservice-connected VA disability pension. DNR requires documentation for the applicable route. This fishing license is separate from the disabled-Veteran park-pass application.

Travel and recreation

Wisconsin Resident Disabled Veteran Recreation Card

Wisconsin resident Veterans receiving VA compensation for at least 50% service-connected disability, or receiving service-connected benefits based on individual unemployability, may buy the $7 annual Disabled Veteran Recreation Card. It includes fishing, small-game hunting, vehicle park admission, Heritage Hill admission and a state-trail pass. Present the required VA or qualifying pass documentation to a license agent.

Travel and recreation

Wisconsin Resident Disabled Veteran Spring Turkey Authorization

Wisconsin resident Veterans with at least a 50% service-connected disability or qualifying individual unemployability may obtain a $10 spring turkey harvest authorization under DNR’s special route. A turkey license and stamp remain separate requirements. This is an alternative to the drawing and does not supply a second authorization after already receiving one through that drawing.

Property and state tax

Wisconsin Resident Tuition Rates for Nonresident Veterans, Service Members, and their Families

Some nonresident Veterans, service members and family members can receive Wisconsin public-college resident tuition under federal or state military rules. Covered VA education-benefit recipients living in Wisconsin include Chapters 30, 31, 33, 35 and, for academic periods beginning August 1, 2026 or later, Chapter 1606. Separate state provisions cover qualifying active-duty assignments and families. Tuition treatment does not automatically establish Wisconsin legal residency; ask the school which route applies.

Education

Wisconsin Retraining Grant Eligibility

WDVA retraining applicants must establish qualifying Veteran status, financial need and recent involuntary unemployment or underemployment. The current application requires at least six consecutive months in the same employment or occupation, qualifying employment during the preceding year, and an approved training plan lasting no more than two years. Other aid must be considered; VetEd and retraining aid cannot fund the same semester.

Travel and recreation

Wisconsin Service Member Hunting Permit, Harvest Authorization or License Deferral

Active-duty Armed Forces, Guard and Reserve members who cannot use specified Wisconsin hunting, fishing or trapping permits because of military duty may request a deferral under DNR rules. This applies to eligible issued permits and harvest authorizations, not every recreational purchase. Submit the required military-duty proof through DNR’s service center or designated process.

Employment

Wisconsin State Employment Non-Competitive Appointment for Veterans

Qualified Veterans with a service-connected disability rating of at least 30% may seek Wisconsin state noncompetitive appointment if they meet the program’s service/discharge and documentation rules and are not already permanent state employees. A recent VA disability letter and service records are required. Agencies may use this hiring authority for qualified candidates; it does not guarantee appointment.

Employment

Wisconsin State Employment Veterans Hiring Preference

Wisconsin state hiring rules provide qualifying Veterans with specified additional certification and preference opportunities. Certain spouses of Veterans with at least 70% service-connected disability and qualifying unremarried survivors may also qualify. Submit the Veteran Status form and required service, disability or survivor documents. Current rules are not a universal fixed-point bonus or a guarantee of selection.

Property and state tax

Wisconsin State Taxes on U.S. Department of Veterans Affairs Disability Dependency and Indemnity Compensation (DIC)

VA Dependency and Indemnity Compensation is a tax-free federal payment for qualifying survivors, including eligible spouses, children and parents. Federal law protects qualifying VA benefit payments from taxation, including Wisconsin income taxation; this protection does not extend to property bought with the payments. DIC is not military Survivor Benefit Plan pay or an extra Wisconsin payment. VA determines eligibility under the applicable survivor rules.

Education

Wisconsin Student Taps Tuition/Fee Voucher

Students in grades 6–12 or attending a Wisconsin higher-education institution may earn a $25 tuition/fee voucher for playing Taps on a bugle, trumpet or cornet at a military funeral honors ceremony in Wisconsin. The student need not be a Veteran or a Veteran’s dependent. The voucher has the program’s use and documentation requirements; it is recognition for the student musician, not a general Veteran tuition award.

Financial

Wisconsin Subsistence Aid/Health Care Aid Grants

WDVA provides limited health-care and subsistence grants for qualifying Wisconsin Veterans and eligible military families in financial hardship after other sources of aid are exhausted. Health-care aid covers specified dental, vision and hearing services with individual limits; subsistence aid addresses qualifying income loss. Combined awards cannot exceed $7,500 over the program lifetime. Apply through WDVA or a County or Tribal Veterans Service Office; approval is not automatic.

Property and state tax

Wisconsin Taxes on Military Disability Retirement Pay

Military disability payments are not all treated alike for federal income tax: only qualifying categories are excluded federally. Wisconsin follows the federal treatment of disability pensions and separately exempts qualifying U.S. military retirement-system payments from Wisconsin income tax. Check the payment type and subtract only a qualifying amount included in federal adjusted gross income; do not assume every disability pension is federally tax-free.

Other resources and recognition

Wisconsin Tribal Veterans Program

Wisconsin’s Tribal Veterans Program coordinates with Tribal Veterans Service Officers and community partners to connect Tribal Veterans with local, state and federal resources. Its outreach and cultural education strengthen service delivery; this program is not itself a college-tuition or scholarship award.

Education

Wisconsin VetEd — Service-Based Credit Limits

VetEd maximums depend on qualifying active service: 90–180 days permits 30 credits or two semesters; 181–730 days permits 60 credits or four semesters; 731 days or more permits 120 credits or eight semesters. Applicants must first use Wisconsin GI Bill benefits if eligible. Other tuition aid can reduce reimbursement, and the grant also has income, academic-performance and application rules.

Employment

Wisconsin Veteran Farmer Assistance and Outreach Program

WDVA and Wisconsin agriculture partners help eligible Veteran farmers connect with business resources and promote certified Veteran-owned farms using a distinctive logo. Certification requires qualifying service and business documentation; specified family continuation rules can apply after a qualifying death or missing status. This recognition and assistance do not guarantee a grant, farm loan or contract.

Family

Wisconsin Veteran Memorial Cemeteries

Wisconsin operates Veterans cemeteries in Spooner, King and Union Grove for eligible Veterans and qualifying family members. Wisconsin residency is not required, and an eligible spouse or dependent can qualify even if the Veteran is not interred there. Service and family eligibility must be documented. Veteran interment and family interment charges differ; private funeral expenses are separate.

Employment

Wisconsin Veteran Owned Business Certification

WDVA certifies qualifying Wisconsin businesses that are at least 51% Veteran-owned and meet service and documentation requirements, allowing use of its Veteran-owned business logo. This certification promotes recognition; it does not automatically confer a contract award. Wisconsin’s separate disabled-Veteran business procurement certification has different rules and should not be assumed from this logo certification.

Education

Wisconsin Veteran Upward Bound Program (VUB)

UW–Milwaukee Veterans Upward Bound is a free federally supported college-preparation program serving eligible Veterans in southeastern Wisconsin. It offers academic assessment, instruction, advising and help entering postsecondary education. Applicants must meet service/discharge, academic-need and low-income, first-generation or educational-risk criteria. It is not a dependent scholarship or a promise to pay college tuition.

Property and state tax

Wisconsin Veterans and Surviving Spouses Property Tax Credit

Wisconsin provides a refundable credit for eligible Veterans and unremarried surviving spouses for qualifying property taxes paid on their primary Wisconsin dwelling and up to one acre of necessary surrounding land. WDVA certifies service, residency history and qualifying disability or survivor status, including eligible individual-unemployability paths. Special assessments, interest, service charges and business portions do not qualify. Certain renters required by a written agreement to pay property taxes directly to the municipality may also qualify. Obtain WDVA certification and claim the credit on the state income-tax return.

Education

Wisconsin Veterans Education (VetEd) Reimbursement Grant

VetEd reimburses eligible Wisconsin Veterans for qualifying tuition at approved Wisconsin schools after successful course completion. Applicants must not already hold a bachelor’s degree, meet income and academic requirements, and apply within 60 days after the course starts. Service history limits available credits, other tuition aid can reduce reimbursement, and Wisconsin GI Bill benefits must be used first when available.

Education

Wisconsin Veterans Grant for Private Nonprofit Schools

Eligible Veterans and qualifying spouses or children attending participating Wisconsin private nonprofit colleges may receive the lesser of $2,000 per semester or 50% of tuition, adjusted for applicable federal education benefits; the school provides a matching amount. Benefits are limited to eight semesters or 128 credits and coordinated with prior Wisconsin GI Bill usage. WDVA certifies service/residency eligibility and the college administers the award; family and survivor rules differ.

Housing

Wisconsin Veterans Homes

Wisconsin Veterans Homes in King, Union Grove and Chippewa Falls provide skilled nursing and rehabilitation for eligible Veterans and qualifying family members, including spouses, widows and Gold Star parents. Wisconsin residency is not required. Admission depends on service/family eligibility, care needs and the home’s process; care is not automatically free. Contact the selected home for current availability and charges.

Education

Wisconsin Veterans Housing and Recovery Program

WDVA’s Veterans Housing and Recovery Program in Union Grove provides temporary housing and support for eligible Veterans who are homeless or at risk of homelessness. Services help participants address health, employment and permanent-housing needs. Spouses and children cannot reside in this program; staff can help families find other resources.

Employment

Wisconsin Veterans Professional/Occupational Licensure Fee Waiver Program

Eligible Wisconsin resident Veterans and qualifying current or former Guard/Reserve members may obtain a one-time waiver of an initial license fee for a listed professional or occupational credential. This is not a renewal waiver and does not apply to every license. Request WDVA verification and a waiver code through MyWisVets or the designated form, then use it with the licensing agency.

Other resources and recognition

Wisconsin Women Veterans Program

WDVA’s Women Veterans Program provides advocacy, outreach, community connections and information about services affecting women Veterans. It also promotes recognition of women’s military service. Program education means information and outreach, not a separate tuition or scholarship entitlement.
